This type of projects are carried out within international programmes of considerable financial and strategic significance directed by organizations such as the United Nations or World Bank that are global benchmarks in the field of cross-border co-operation in development.

Energy and the environment are cross-sector fields that play a key role in these programmes. Knowing this, CIRCE focusses part of its effort on arranging consortia with companies, consultancy firms and technology centres and presenting project proposals that encourage a more efficient use of energy both in developed and developing countries.
