SIMPLA’s work-plan focuses on the establishment of a network of National Focal Points (NFPs) in 6 countries (expanding to further 12 through replication actions) merging technical expertise, methodological know-how and institutional capacity of technical partners and public authorities. The NFPs will carry out an ambitious and innovative work-plan, encompassing capacity building and coaching, enhancement of multi-level governance looking for synergies and economies of scale, extensive involvement of public authorities and stakeholders, promotion of mutual learning and best practices.
SIMPLA will define an international intervention model, expressed in a strategic document elaborated, shared and agreed upon by the entire partnership, which will be the main reference to accompany local authorities in the development of the multi-sector energy and mobility plans, the “SIMPLA Manifesto”.
CIRCE runs the National Focal Point in Spain, together with the local public authorities.
In addition, manages the production of the ‘Guidelines for the appointment of expert panels and the organization of focus group sessions and workshops’ together with all PPs; CIRCE will monitor, supervise and provide technical support in the implementation of each task, contributing to overcome any barrier that may appear.
CIRCE will also play an active role in the definition of the experts training program at international level, and in the adaptation to the national level. Finally the research centre will run the process leading to the production of the “SIMPLA manifesto”.
