Description of the service

The new Sustainable Mobility Law requires companies and large activity centers to structurally plan the mobility of people and goods. But complying with the law does not have to be just a formality.

At CIRCE, we help organizations meet the regulations while also reducing costs, improving operational efficiency, and advancing sustainability through Sustainable Mobility Plans based on real data, advanced simulation, and a holistic vision.

What the Sustainable Mobility Law Requires

The regulation establishes the obligation to have Sustainable Mobility Plans at Work (PMST) for:

  • Companies with more than 200 employees, or
  • Work centers with more than 100 employees per shift.

Additionally, it introduces Sustainable Mobility Plans for Large Activity Centers, applicable to industrial parks, university campuses, hospitals, shopping centers, or logistics areas with high travel generation.

The plans must include periodic monitoring, the appointment of a mobility manager, and their communication to the competent authority for incorporation into the Integrated Mobility Data Space (EDIM).

How We Support You at CIRCE

At CIRCE, we accompany companies from beginning to end in adapting to the Sustainable Mobility Law. We do not deliver a standard document — instead, we solve a specific organizational problem with technical and measurable solutions.

Our work includes the following phases:

  1. Analysis of your situation and regulatory fit
Identify if your organization is obligated by law, which type of plan is needed, and what deadlines apply; then define the most appropriate technical scope.
  2. Mobility diagnosis based on real data
Collect and analyze mobility data for people and goods: access points, flows, schedules, modal shares, parking, and energy/environmental impacts.
  3. Scenario simulation and evaluation of alternatives
Use GIS models, traffic simulation, and advanced analysis tools to compare action scenarios and prioritize those with the greatest technical and economic impact.
  4. Definition of the Sustainable Mobility Plan
Develop a plan aligned with regulations that includes clear objectives, concrete measures, timelines, performance indicators, and governance (including the designation of the mobility manager).
  5. Economic evaluation, financing, and CAEs
Analyze cost–benefit of proposed measures and prepare the technical basis to access public funding, financing, and Energy Savings Certificates (CAE).
  6. Support in implementation and monitoring
Support the organization in implementing the plan, tracking indicators, and periodic updating required by the regulation to ensure real results over time.
